Our team can handle all the valuation issues that may arise from lease enfranchisement and lease extension provisions arising out of the Leasehold Reform Legislation.

  • Collective enfranchisements of entire blocks, where there may be many superior legal entities all requiring compensation.
  • The purchase of freehold interests in houses of all sizes.

This would include:

  • Valuations, carried out in accordance with the provisions of the Leasehold Reform Legislation.
  • Representing you in negotiations with other parties involved in the enfranchisement process.
  • Acting as Independent Expert in cases referred to tribunals.

Valuations and subsequent advice in this area is made on the basis set out in the legislation and is subject, in particular, to the courts’ interpretation of the various Acts. This area of law has been one of the most active in recent years and we ensure that we are constantly up to date with the frequent changes as they come into effect.

Andrew Balcombe

Andrew Balcombe is a Director at HNG’s professional team with responsibility for all matters relating to residential property. His expertise encompasses lease enfranchisement, valuation and acting as Expert Witness. He is also one of the very few surveyors on the RICS Arbitration Panel, capable of accepting appointments on residential property.

He has been a chartered surveyor for more than 30 years. After starting in commercial property, he switched to residential 10 years ago when he became CEO of a company managing approximately £750m of residential property. He joined HNG in 2013 as a Director. He is a fellow of the Chartered Institute of Arbitrators and a Member of the Association of Leasehold Enfranchisement Practitioners.

Martin Syrett

After more than 20 years in the Landlord and Tenant sector, Martin’s experience encompasses rent reviews, lease renewals, arbitrations, valuations and acting as an expert witness. Recently this has encompassed residential enfranchisement work particularly in Greater London and the western home counties.

Guy Peters

Guy is a Chartered Surveyor and RICS Registered Valuer with in excess of seven years’ experience of the London and wider UK markets. He values commercial and residential property on behalf of a number of clients for loan security, taxation and other purposes.

He also provides valuation advice and negotiates for clients on all residential Leasehold Reform matters. He has successfully advised on a number of recent cases relating to development hope value within Enfranchisement, an area that he has a particular interest in.
